Dawn Cappelli is a Senior Member of the
Technical Staff at CERT. In this role, she
served as
the technical lead for CERT's insider threat
research, including the Insider Threat Study
begun
in 2001 and in collaboration with the US Secret
Service's National Threat Assessment Center
(NTAC).
Prior to her current position at CERT, Ms.
Cappelli was the Director of Engineering for the
Information Technology Development Center at the
Carnegie Mellon Research Institute (CMRI).
In this position, she was the technical and
program manager for a variety of information
networking projects. Examples include the
design and development of large-scale databases
and Internet-based systems that adhered to data
privacy and security requirements, the design
and implementation of multi-organizational
portals for preparation and response to Weapons
of Mass Destruction and collaboration among
public health department epidemiologists, and
the design and development of a networked media
solution for remote collaboration between
teachers of children with special needs and
consultants. Prior to CMRI, Ms. Cappelli worked
in Computing Services at Carnegie Mellon
University where she led several teams in the
areas of web application development, database
development, and networked media. Dawn
began her career at Carnegie Mellon University
(CMU) in the Information Technology Department.
Her
duties included managing the development of
various web and database applications, as well
as managing the redesign of the CMU, Software
Engineering Institute (SEI) website by an
interdisciplinary project team. Prior to
her career at CMU, Ms. Cappelli worked for
Westinghouse Electric Corporation where she
designed and developed systems for nuclear power
plants, including real-time graphical user
interface systems for power plant operators and
Computer-Aided Engineering systems for nuclear
plant designers.Ms. Cappelli holds a degree
in Mathematics and Computer Science from the
University of Pittsburgh and is an adjunct
professor in Carnegie-Mellon University's Heinz
School of Public Policy and Management.

Eileen Kowalski is a Threat
Assessment Specialist with the United States Secret Service, National
Threat Assessment Center (NTAC). In this capacity, she conducts
research into targeted violence and threat assessment issues. Ms.
Kowalski is currently project manager of the Insider Threat Study, an
analysis of the behavior of organizational insiders prior to and during
their perpetration of harm via their organizations’ computers, networks
or systems. Ms. Kowalski has over sixteen years experience in the
application of social scientific research to law enforcement matters.
